LOPA

Layer Of Protection Analysis (LOPA) is a risk assessment method used to determine and hence demonstrate the ability of existing and proposed safeguards to protect against identified hazard scenarios and to meet predetermined risk based criteria.

The UK Health & Safety Executive (HSE) published a research report (RR716) on LOPA analyses conducted following the Buncefield Incident. This report provides useful guidance on the principles and pitfalls on the technique.
